[ilamb-users] Custom regions and colourbar limits

Hey Declan,

There currently is no mechanism for this. By default ILAMB uses the global
98 percentile limits of all models/datasets in the study and not by region.
We initially decided on this behavior so the regional selection works as a
zoom. Perhaps it would be a better idea to use the 98th percentile limits
of all models/datasets for each region--or at minimum provide an option for
this behavior. Maybe --use_regional_limits? I will add it to a feature list.
